Yes, that is possible. You can do this through the dashboard. On desktop go to "Event Settings" ("Settings" on mobile) in the left-side menu → "Moderation".
Find the option "Digital Album Permissions" and select "Upload Only". This will allow guests to upload media but not view or download other uploads.
Note: This feature is available only with the Pro Plan.
